**Zechariah 7:10** โ€” *"Do not oppress the widow or the fatherless, the foreigner or the poor. And do not plot evil in your hearts against one another."*

Four faces appear in this covenant command: the widow, the orphan, the foreigner, the poor. God does not speak in abstractions here โ€” He names the specific people most easily forgotten, most easily exploited, most easily passed by on a Tuesday afternoon.

Notice the shift in the second clause. The first addresses *actions*. The second addresses *intentions* โ€” what we harbor quietly, before any harm is done. God reaches past the hand and into the heart.

This is not merely a social ethic. It is a portrait of what it means to walk in covenant faithfulness โ€” to steward power, however small, with mercy toward those who hold none.
