**Exodus 19:17** — *"Then Moses brought the people out of the camp to meet with God, and they stood at the foot of the mountain."*
Notice what Moses did not do — he did not send a memo, appoint a committee, or leave Israel to find their own way. He *brought* them. He walked ahead, and the people followed to the threshold of the holy.
