**Deuteronomy 1:15** โ *"So I took the leaders of your tribes, wise and respected men, and appointed them as leaders over youโas commanders of thousands, of hundreds, of fifties, and of tens, and as officers for your tribes."*
Moses didn't appoint celebrities. He appointed the *already-trusted* โ men whose wisdom had been tested in the daily friction of community life before any title was given.
This is the covenant pattern of leadership: character precedes commission. Notice the structure โ thousands, hundreds, fifties, tens. God builds stewards at the smallest scale first. Faithfulness over ten before faithfulness over a thousand.
Proverbs 22:29 echoes this: *"Do you see someone skilled in their work? They will serve before kings."* And Luke 16:10 seals it: *"Whoever can be trusted with very little can also be trusted with much."*
